Boeing Defense, Space and Security (BDS) Mobility, Surveillance & Bombers (MS&B) division is hiring a Mid-Level Project Management Specialist (Level 3) as we grow our division-aligned Business Analytics team to lead and manage the development of analytical tools to increase visibility of program performance and support data-driven decision making. In joining this team, you will have a critical part in the division's analytical transformation including program metric identification and development, KPI standardization and management, and descriptive, diagnostic, predictive, and prescriptive analytics development and deployment. This role will be based in Tukwila, WA.
Strong communication and organizational skills are critical to success in this position, along with the ability to build strong relationships, collaborate in a cross-functional environment, and utilize problem-solving skills to proactively identify and manage risks and opportunities.
Position Responsibilities:
- Independently lead planning and delivery from inception through completion—define scope, milestones, and success criteria; develop and maintain integrated schedules and resource plans
- Facilitate requirements gathering and translate business needs into prioritized backlogs and actionable use cases; act as primary project contact to align stakeholders and establish objectives
- Establish and run project governance—manage risks, issues, dependencies, and change control; perform analyses and execute recovery plans when off-plan.
- Coordinate cross-functional teams and serve as primary liaison between data science and stakeholders; keep plans/documentation current and provide regular status updates.
- Ensure quality assurance: confirm deliverables meet established standards and collaborate with data scientists to validate analytical models.
- Emphasize effective communication, risk management, and quality assurance to deliver actionable insights and operational efficiencies.
- Plan and lead user acceptance testing, release readiness, and deployment; manage communications, training, and user adoption; implement continuous improvement of PjM processes and business systems
- Ensure compliance with data governance, cybersecurity, and export control requirements in partnership with SMEs
This position is expected to be 100% onsite. The selected candidate will be required to work onsite at one of the listed location options.
This position requires the ability to obtain a U.S. Security Clearance for which the U.S. Government requires U.S. Citizenship. An interim and/or final U.S. Secret Clearance Post-Start is required.
Basic Qualifications (Required Skills/Experience):
- Bachelor’s degree or higher
- 3+ years of experience do you have managing projects or programs
- Technical project/program management experience
- Ability to engage with business and functional stakeholders to discuss and present technical and project related information
- 3+ years of experience in product management related to data, analytics, and/or artificial intelligence
- 3+ years of experience with agile project/program and software development project management
- Experience developing project plans and measuring performance
Preferred Qualifications (Desired Skills/Experience):
- 5+ years of project management experience delivering analytics, data, or digital solutions in complex, regulated environments
- Project management certifications such as PMP, PMI-ACP, SAFe, CSM/CSPO, or equivalent
- Familiarity with common PjM and delivery toolsets (e.g., GitLab, Jira/Confluence, Azure DevOps)
- Experience with KPI governance, metric standardization, and data quality assurance from a PjM perspective (coordinating validation, lineage documentation, and change control)
- Working knowledge of data governance, cybersecurity, export control, and compliance requirements; ability to integrate these into project plans and delivery milestones
- Experience in aerospace or defense industries including familiarity with program performance management practices
- Strong problem-solving, strategic thinking, and facilitation skills and a proven ability to drive adoption and value realization for analytics solutions
- Strong communication, stakeholder management, and executive presentation skills; proven ability to influence decisions and drive outcomes without direct authority
- Vendor/partner management experience (tools, platforms, services), including defining statements of work and ensuring deliverables meet objectives
- Strong ability to translate business needs into project technical requirements
- Lead UAT/release/adoption
- Experience with Cloud environments, specifically in Azure and Azure Managed Services

Pay is based upon candidate experience and qualifications, as well as market and business considerations.
Summary pay range for $93,500 - $126,500
