Boeing Global Services (BGS) is seeking a Program Management Senior Manager to join our C-17 team in San Antonio, TX.
As a key member of the C-17 Leadership Team leading the C-17 Sustainment Program Management Office (PMO) you will guide project managers and functional matrix teams in managing overall C-17 Sustainment activities for the USAF and International partners.
Position Responsibilities:
- Structuring and managing the Globemaster III Performance Based Logistics (PBL) contract (proposal, negotiations, execution integration) and includes management of incentivized and non-incentivized metrics along with Program cost accounts
- Partnering with the USAF SPO Product Support Manager (PSM) on sustainment improvement initiatives
- Systems Thinking
- Ability to understand the big picture and the inter-relationships of all positions and activities in the system, including the impact of changes in one area on another area. This includes the ability to see and understand the inter-relationships between components of systems and plans, anticipate future events, and apply the principles of systems thinking to accelerate performance.
- Ensuring cross-functional PBL services are integrated/aligned and driving desired outcomes
- Ensuring all elements of sustainment are satisfied before deploying changes to the field
- Leading discrete Propulsion Systems Engine Controls and Accessories (C&A), Landing Systems Maintenance Repair and Overhaul (MRO) and Mechanical Systems Integrated Program Teams (IPT)
- Demonstrate knowledge of the Earned Value Management System (EVMS) and its application
- Demonstrate knowledge of organizational development dynamics/principles (e.g., mitigate resistance to change, whole systems thinking and design, organization design and effectiveness)
- Knowledge and understanding of the methodology and processes associated with risk management, opportunity management, and issues management. Ability to: identify and/or solicit potential risks, opportunities and issues across multiple disciplines; understand design constraints (technical, cost & schedule) sufficiently to validate/guide other groups' risk mitigation plans, opportunity realization plans, and issue resolutions
- Demonstrate a knowledge of schedule management principles and practices.
- Developing and deploying Program Keep it Sold (KIS) Initiatives
- Managing program affordability initiatives to drive program continuous improvement and improved affordability
Basic Qualifications (Required Skills/Experience):
- 10+ years’ experience with Program Management Best Practices (PMBP) or in a role requiring project/program management skills
- 10+ years’ experience integrating cross functional teams
- Experience with DoD contracting, ideally in a sustainment environment
Preferred Qualifications (Desired Skills/Experience):
- Experience managing PBL sustainment contracts
- Experience driving field NMC improvement initiatives
- Solid understanding of USAF acquisitions, operations, maintenance and logistics
- Deep experience in proposals and contracting

Pay is based upon candidate experience and qualifications, as well as market and business considerations.
Summary pay range: $178,500 - $241,500
