The Shock and Vibration Engineering Test Lab is looking for a Associate Project Manager Specialist to support the Hill Air Force Base (HAFB) Little Mountain Test Facility (LMTF), in Ogden Utah. This position will be responsible to execute to the overall LMTF Operations & Maintenance (O&M) program and multiple Shock and Vibration test contracts and programs. Specific execution responsibilities include, but not limited to: lead test proposals from inception to submittal to award, establish cost baselines and monitor through execution, coordinate testing environments throughout the Lab and other test activities, manage test schedule changes through coordination with Test and Evaluation (T&E) Engineering teams, Leadership, Facility support functions, and primary internal and external customers, identify and manage risks and opportunities, as well as providing direct support to the S&V) Engineering and Lab Manager. Other responsibilities include specific Contract deliverables are met, ensuring execution of program milestones, providing daily/weekly/monthly status, and coordinating test events across each test contract Period of Performance (PoP). Additionally, this position will require coordination with data management, LMTF lab leads and site support and operations functions, experience working with diverse team members across multiple disciplines, and possess some familiarity with the project management industry standards (e.g., PMI, Project Management Body of Knowledge [PMBOK], ANSI, and ISO standards). This position will report directly to the Shock and Vibration Lab Manager.
The LMTF is a remote Government owned facility located in Ogden, UT. The facility is incredibly unique, however there are very limited amenities. Our standard work week is 4, 10 hour shifts per week, however flexibility is required for this position in order to support operations and testing. Training is provided as often as possible; however, this position will require someone who is proactive and willing to learn the unique execution of the site, operations, and various test contracts, continuously seeking solutions to a variety of challenges.
Responsibilities:
Takes ownership of project objectives, coordination between customer and teams, overall project monitoring, and proactively performs necessary actions to ensure project success and customer satisfaction.
Provide direct oversight and guidance, provide reports, project status and change information to project team per established processes and communicate plan changes and recovery plans to others.
Uses personal skills to engage with specific organizational and project task owners to improve project performance commitments. This includes multiple Department of Defense (DoD) contractors and Government entities.
Responsible for the development and updating of tasks specific plans, deliverables and schedules.
Control/Cost Account Management (CAM) account manager duties including conducting team meetings, schedule and cost baseline control and forecast updates, tracking subcontractor and material purchase orders, participate in recurring status reporting meetings, and conducting milestone reviews.
Ability to support, lead, and delegate the project team’s responsibilities and tasks through all stages of the project life cycle.
Knowledge of project planning and techniques to achieve desired outcomes on budget and on plan. Ability to define, design and plan projects, achieve project deliverables, and optimize the contributions of internal and external resources.
Ability to collect, organize, synthesize, and analyze data; summarize findings; develop conclusions and recommendations from appropriate data sources.
There will be opportunities to develop and support the S&V Lab in areas of interest outside of typical work responsibilities.
This position is expected to be 100% onsite. The selected candidate will be required to work onsite at the listed location.
This position requires the ability to obtain a U.S. Security Clearance for which the U.S. Government requires U.S. Citizenship. An interim and/or final U.S. Secret Clearance Post-Start is required.
Basic Qualifications (Required Skills/Experience)
Education/experience typically acquired through advanced education (e.g. Bachelor) and typically 3 or more years' related work experience or an equivalent combination of education and experience.
Ability to obtain DoD security clearance
Proficient in Microsoft suite (Word, Power Point, Excel, Project) to manage and document project status and reports
Ability to effectively communicate with an audience, and present project status in a clear manner to leadership, internal and external customers, and Government entities
Proactively seeks solutions and takes ownership of their performance.
Self-directed; works independently
Able to manage the PM responsibilities with a background that provides the technical ability to understand the work of an engineering test team
Preferred Qualifications
Active DoD Secret security clearance
Business or Engineering Degree and typical experience in project management or engineering classification. Bachelor’s and typically 3 or more years related work experience or an equivalent combination of education and experience (e.g. Masters plus 1-year related work experience)
Ability to communicate effectively across multiple, diverse project teams
Previous experience in Test & Evaluation, Test Planning, Test Labs, and Project Management preferred, but not required.
Project / Program Management skills (proposal creation, development and adherence to master plans and schedules, budget tracking, risk and opportunity management).
Familiar with Air Force and Government processes
Experience supporting U.S. Government contracts
Comfortable briefing Air Force and Government personnel
Experience with Agile Project Management tools (Jira and Confluence)
PMP Certification
Active U.S. “Secret” Security Clearance (or have had one within the past 2 years)

Summary pay range, Associate Level 2: $ 68,850 - $ 93,150
