Phantom Works, a division of Boeing Defense Systems (BDS), is excited to offer this Senior Program Manager position to lead and grow our Phantom Works Air Dominance organization. The portfolio includes leading programs and platforms that shape the future for Boeing defense products & ensure sustained Boeing Air Dominance for the warfighter.
This position is responsible for program management and business leadership of contracted and internally funded research and development programs for Advanced Air Dominance programs. Program execution responsibilities include program leader interface with internal and external customers, oversight and management of contract/project statements of work execution, earned value management, profit and loss, risk and opportunity management, safety, quality, staffing, and program recovery plans when necessary. This leader establishes, maintains, and continuously improves the working culture on the program. They work collaboratively with all integrated product teams (IPTs), supporting disciplines, and senior leadership to successfully integrate and grow Boeing's safety, quality, and compliance elements for each program. The leader establishes, oversees, and has responsibility for the security and proprietary operating environments for the various projects, as determined by U.S. government customers and/or Boeing leadership.
The position leads teams of employees and mid-level managers in multiple locations across the United States. Based out of our Berkley, MO office, this leader will work 100% onsite and conduct business travel as required (~25% overall).
Position Responsibilities:
- Support leadership and organizational goals by aligning, leading, developing, and motivating the growing Advanced Air Dominance portfolio to achieve external and internal customer goals in advancing state-of-the-art technologies.
- Grow and sustain a positive Boeing culture grounded in safety for the team, products, and operations, quality tailored to the R&D needs of each project/customer, team collaboration, and accelerating innovation.
- Establish and oversee Boeing proprietary and/or DoD secure environments as directed by U.S. DoD customers and Boeing leadership.
- Oversee management of suppliers, lead process improvements, and develop and maintain relationships and partnerships with customers, stakeholders, peers, partners, associated suppliers, and direct reports.
- Manage and lead program IPTs and supporting disciplines to remain compliant contractually and with Boeing standards and policies.
- Develop and manage status reporting, strategic planning, and customer relationships for multiple programs involving multiple customers.
- Effectively leverage the capabilities and strengths of the Boeing Company.
- Provide oversight and leadership of an environment conducive to knowledge growth for BDS and career growth for team members.
Required Competencies:
- Excellent communication and interpersonal skills: develop internal and external customer relationships and work directly with executive management.
- Systems/tools/best practice: Proven experience implementing and using the Program Management Best Practices (PMBP) to proactively manage a program, including applicable tools associated with Earned Value Management, Risk, Issue, and Opportunity, Technical Performance Measures (where applicable), and Action Items/Help Needed. Knowledge/experience in using the data, tools, and systems required to effectively implement a disciplined management system.
- People Management Skills: Proven track record of building and managing an effective team, motivating others, promoting a productive work environment (including proprietary work environments), listening to others, and managing performance.
- Customer Focus: Develop and maintain customer relations both inside and outside of the organization. Actively seek information to understand customers’ circumstances, problems, expectations, and needs.
- Working with others: Build an effective working culture and relationships with the team and cross-functional groups that are required to contribute to the success of programs. Understand differing requirements and perspectives and lead the team through to successful conclusions.
- Stakeholder Management: Manages often complex customer and stakeholder relationships. Deals effectively across all levels. Able to adapt approach to meet the needs of different groups. Builds good relationships to lead to successful outcomes.
This position requires an active U.S. Secret Security Clearance, and the ability to obtain a U.S. Top Secret Security Clearance (U.S. Citizenship Required) post start. (A U.S. Security Clearance that has been active in the past 24 months is considered active).
Special Program Access or other Government Access Requirements are mandatory for this position.
This position is expected to be 100% onsite. The selected candidate will be required to work onsite at one of the listed location options.
Basic Qualifications (Required Skills/Experience):
- Minimum 3 years of senior leader or manager experience implementing Boeing Program Management Best Practices or equivalent.
- Experience leading through influence and partnering with cross-functional teams on projects and initiatives.
- Minimum 3 years of experience building teams and developing employees/managers.
- Experience with safety and quality program planning.
- Experience working in SAP, SCI, or equivalent security environment.
- Bachelor’s degree or higher (Technical degree preferred).
- Experience in a U.S. DOD customer-facing role as a project lead or equivalent.
Preferred Qualifications (Desired Skills/Experience):
- Master’s Degree.
- Certification in Program Management.
- Experience managing small/medium-sized multi-disciplined and multi-organizational teams (25-100 members).

Pay is based upon candidate experience and qualifications, as well as market and business considerations.
Summary Pay Range: $190,800 - $243,800
