The Boeing Test Operations & Engineering Team is looking for an Engineering Systems, Applications and Compliance Manager based out of Berkeley, MO. Within Boeing Test & Evaluation (BT&E), the Engineering Systems, Applications, and Compliance Manager leads a multi-site team of Data Solutions Architects, Data Scientists, Systems Application Analysts, Business Intelligence Analysts, Software Application Developers, and Cybersecurity experts, along with process subject matter experts from across the organization that complete tool development and maintenance, process documentation updates, system architecture development, and cyber security assurance for teams within the BT&E Air Dominance, Phantom Works, and Weapons (AD) organization.
The Test Operations & Engineering organization supports a wide variety of design and fabrication work across BT&E, and collaborates frequently with Boeing Defense & Space (BDS) programs and production operations. The various teams in the Engineering Systems, Applications, and Compliance group will work directly with engineering, technicians, and mechanic teams to understand their engineering requirements and provide software and analytics suites that integrate workflow and Boeing AI/ML tools into engineering and business systems in novel ways with a focus on execution efficiency.
The team will support digital tools and security compliance for the Test Operations & Engineering organization along with other capabilities in lab test and flight test that serve the Air Dominance, Phantom Works, and Weapons dedicated organizations within BT&E. This team is growing and will be looking to add other roles in order to execute in a dynamic work environment supporting numerous business partners spread across several programs/tests.
The successful candidate will have experience in software engineering, development, and deployment with a high aptitude for leadership, execution, and team building. Experience with a broad software toolset and a focus on workflow management is desired for this position. In addition, experience leading teams comprised of multiple skills is helpful.
Position Responsibilities:
Manages employees performing systems, application, process, and tool development activities across a multi-discipline team
Supervises statement of work, assigns resources, and support requirements synthesis
Develops and strengthens relationships and partnerships with customers, stakeholders, business partners, peers, and direct reports
Manages technical focals in the development of new information systems and tools
Develops and executes project and process plans in coordination with organizational stakeholders, business partners, and project managers
Provides oversight and approval of technical approaches, products and processes
Implements policies and procedures and sets operational goals
Acquires resources for projects and processes
Collaborates with BIETC managers for Boeing India software development
Supports development of databases, systems, applications, analytics and operational reporting
Supports development of systems diagrams, including interface diagrams, and system of systems diagrams
Provides security compliance leadership by distilling requirements, guiding security plan authorship, and supporting improvements (physical and cyber) to infrastructure
Supports DFARS requirements and associated audits and remediation activities for BT&E Air Dominance teams
Provides technical management, facilitates innovation, and leads process improvements
Supports long-range business planning, technology roadmaps, vision plans, and funding requests
Develops and grows skill base across the team by strategic hiring, individual development, and knowledge sharing
Provides status to organizational leadership, stakeholders, and business partners
Encourages, motivates, and inspires individuals and the team
This position is expected to be 100% onsite. The selected candidate will be required to work onsite at one of the listed location options.
Basic Qualifications (Required Skills/Experience):
Bachelor of Science degree from an accredited course of study in engineering, engineering technology (includes manufacturing engineering technology), chemistry, physics, mathematics, data science, or computer science
5+ years experience working in Engineering, Information Technology, or equivalent technical field
3+ years of leadership experience
Preferred Qualifications (Desired Skills/Experience):
Experience in test & evaluation
Expert in Agile methodology
Expert in ADO, Jira, or Git for work management
Knowledge of core development approaches for databases, systems, applications, and visualization
Knowledge of Boeing's organizations, processes, program plans, policies and procedures, and products required to effectively perform functional responsibilities
Experience working with business partners for integrated schedules, work instructions and planning, estimating, and cost analyses
Experience in applying Earned Value Management (EVM) methodology and analysis
Experience leading a distributed multi-national workforce
Knowledge of core systems such as GOLD, MESci, VSVT, OWB, CMES, & BLIS
Experience developing presentations for and presenting to executive leadership
Excellent communication skills
Have or have held an active U.S. Security Clearance in the past 24 months

Summary Pay Range: $129,200 – $174,800
